Telenet's acquisition of BASE , and more positive regulation in terms of wholesale fixed access should create the conditions of a more vibrant converged market. Incumbent Belgacom has so far had a first-mover advantage in that segment, and the arrival of more competition can only be positive for consumers, in what is a core driver for markets across Western Europe. Some short-term volatility could be seen from the two events, specifically the acquisition, but BMI believes they will the Belgian market stronger to develop more innovative services in the longer-term. Positive regulation for fixed access would be a better move for competition than the attempt to introduce a fourth player in the mobile market.

Regional Perspective

Belgium ranks eighth (out of 20) in BMI's Risk/Reward Index, with a score of 58.3, one point above the regional average. The country ranks well in terms of reward, thanks to relatively good growth in the telecoms market and overall affluence in the country, but it is the worst-performer in terms of risks. The lack of a strong regulator, tougher economic conditions as part of the Eurozone, and the tension between the different regions, which may eventually lead to a break-up, impacts negatively on the market, and can be seen in the lack of efforts made towards the roll-out of advanced fibre networks in the country.
