The new law prohibits travel agencies from offering low-priced tours and then marking-up their profit margins by obtaining commissions from shops to which they bring their tour groups or requiring additional payment for services. The new law greatly affected arrivals to Taiwan, notably southern Taiwan in the fourth quarter of 2013. China, as the largest source market for arrivals, dampened the growth in the number of arrivals with a decline in the number of trips made by mainland Chinese tourists to Taiwan.

The number of trips is set to grow by a 3% CAGR over the forecast period. The Tourism Bureau is expected to continue its aggressive promotion of Taiwan as a tourism destination. This will not only increase the number of arrivals from existing source markets but provide exposure in new or underdeveloped source countries.
