This was a result of greater regulations on the Russia border and more efficient work of Estonian Tax and Custom Board but also due to a growing attitude against illegal products. However, supportive factors were also improving disposable incomes and not as steep tobacco excise increases in 2013. Although general smoking prevalence continued to diminish, relatively moderate anti-tobacco activities in 2013 prevented a greater decline in Estonia.
Competitive Landscape
Estonian tobacco is operated by four major players who primarily operate within cigarettes and hence constitute the condition of oligopoly. In cigars and smoking tobacco, other players are also present and the appearance of new ones is likely. No privatisation occurred in 2013 in the country and the appearance of it in the near future is very unlikely.

Industry Prospects
Stability is expected for Estonian cigarettes over the forecast period. The current trend is projected to continue and smokers of illicit cigarettes would migrate to legal products in Estonia while border control is gradually improving. New EU tobacco directive was approved in the beginning of 2014 and would negatively affect cigarettes primarily due to the proposed ban of menthol flavoured products. However, this would not come into being before 2020.
